Jeffrey Grant Rice is the creator of Carl Kolchak, and author of the originally unpublished novel, The Kolchak Papers. A fictionalized version of him also serves a character within the Kolchak franchise as someone Kolchak occasionally sends books based off his investigation to so that the truth can be published.
